Executive Order on AI
President Biden has signed an Executive Order to advance agencies’ efforts across the federal government, building on previous actions to harness the benefits and mitigate the risks of AI.
AI National Security Memorandum
President Biden has issued a National Security of Memorandum (NSM) on Artificial Intelligence to galvanize innovation to benefit U.S. national security while establishing appropriate safeguards to ensure AI use aligns with our nation’s core values. Along with the AI NSM, the Framework to Advance AI Governance and Risk Management in National Security provides guidance to federal agencies on harnessing AI for their national security missions with appropriate safeguards, and is designed to adapt in response to technological change.
Blueprint for an AI Bill of Rights
The Blueprint for an AI Bill of Rights is a set of five principles and associated practices to help guide the design, use, and deployment of automated systems to protect the rights of the American public in the age of AI.
NIST AI Risk Management Framework
The National Institute of Standards and Technology (NIST) AI Risk Management Framework is a framework to better manage risks to individuals, organizations, and society associated with AI. The Generative AI Profile builds upon the framework and identifies unique risks posed by generative AI, as well as actions to mitigate the risks of generative AI. State released the Risk Management Profile for AI and Human Rights, which recommends actions based on the NIST AI RMF to identify and manage human rights risks arising from AI.
Company Commitments
The Biden-Harris Administration has secured voluntary commitments from seven companies, joined by eight additional companies on the leading edge of AI, to help move toward safe, secure, and trustworthy development of AI technology. Additionally, twenty-eight healthcare providers and payers have committed to the responsible use of AI in healthcare, and AI companies have made voluntary commitments to reduce the creation of image-based sexual abuse.
Policy on Government Use of AI
The White House Office of Management and Budget (OMB) published a policy to advance governance, innovation, and risk management for Federal agencies’ use of AI. This policy empowers agencies to leverage AI to improve government services and more equitably serve the American people.
National AI R&D Strategic Plan
The National AI R&D Strategic Plan outlines key priorities and goals for federal investments in AI research and development.
National AI Research Resource (NAIRR) Pilot
The National AI Research Resource Task Force released a roadmap for standing up a national research infrastructure that would broaden access to the resources essential to AI research and development. In January 2024, the U.S. National Science Foundation (NSF) launched a pilot of the NAIRR which provides researchers with resources for responsible AI research.
